परिचय

गोपाल प्रसाद दिल्ली स्थित एक प्रतिष्ठित आरटीआई सेवक (RTI Activist), सामाजिक कार्यकर्ता, जन-जागरूकता कार्यकर्ता, मीडिया कंसल्टेंट तथा हिंदी ड्राफ्टिंग कंसल्टेंट के रूप में जाने जाते हैं। वे सूचना का अधिकार अधिनियम, 2005 के माध्यम से सरकारी कामकाज में पारदर्शिता, जवाबदेही और नागरिक भागीदारी को बढ़ावा देने के लिए सक्रिय रहे हैं।

प्रारंभिक जीवन एवं शिक्षा

उपलब्ध सार्वजनिक प्रोफाइल के अनुसार, गोपाल प्रसाद का संबंध बिहार के दरभंगा से रहा है। उन्होंने राज हाई स्कूल, दरभंगा से वर्ष 1987 में मैट्रिक तथा सी.एम. साइंस कॉलेज, दरभंगा से वर्ष 1990 में इंटरमीडिएट विज्ञान की शिक्षा प्राप्त की।

इसके बाद उन्होंने ललित नारायण मिथिला विश्वविद्यालय, दरभंगा से संबद्ध रामबल्लभ जालान कॉलेज, बेला, दरभंगा में समाजशास्त्र ऑनर्स से स्नातक की पढ़ाई प्रारंभ की और वर्ष 1991 में स्नातक प्रथम वर्ष तक शिक्षा प्राप्त की।

छात्र जीवन के दौरान वे अखिल भारतीय विद्यार्थी परिषद (ABVP) तथा राष्ट्रीय सेवा योजना (NSS) से भी जुड़े रहे। इन संगठनों से जुड़ाव ने उन्हें सामाजिक उत्तरदायित्व, राष्ट्रसेवा, नागरिक भागीदारी और जन-जागरूकता से संबंधित गतिविधियों को समझने का अवसर प्रदान किया।

पत्रकारिता और सार्वजनिक संवाद के प्रति रुचि के कारण उन्होंने दिल्ली के लाजपत नगर स्थित इंस्टीट्यूट ऑफ जर्नलिज्म से पत्राचार के माध्यम से पत्रकारिता का डिप्लोमा कोर्स भी किया।

पुस्तक व्यवसाय एवं पत्रकारिता से जुड़ाव

दरभंगा में भगत सिंह चौक पर गोपाल प्रसाद ने “बुक मार्ट” नाम से पुस्तक व्यवसाय का संचालन किया। वे पुस्तक प्रदर्शनियों के आयोजन तथा विशेष रूप से हिंदी साहित्य और मैथिली भाषा की पुस्तकों की मार्केटिंग से जुड़े रहे।

पुस्तक व्यवसाय के माध्यम से उन्होंने साहित्य, सामाजिक विचारों और पाठकों के बीच एक महत्वपूर्ण संवाद स्थापित किया। हिंदी एवं मैथिली पुस्तकों के प्रचार-प्रसार के कारण उन्होंने स्थानीय स्तर पर उल्लेखनीय पहचान अर्जित की।

पत्रकारिता के क्षेत्र में भी उनकी सक्रिय भूमिका रही। उन्होंने दरभंगा से प्रकाशित प्रमुख पाक्षिक समाचार पत्र “उगना टाइम्स” के ब्यूरो चीफ के रूप में कार्य किया। इस भूमिका ने उन्हें सामाजिक मुद्दों, प्रशासनिक गतिविधियों और जनसमस्याओं को निकटता से समझने का अवसर प्रदान किया।

6. भाभा परमाणु अनुसंधान केंद्र

परमाणु ऊर्जा विभाग के अंतर्गत भाभा परमाणु अनुसंधान केंद्र के रिकॉर्ड में RTI/BARC/2015/04/2400 – Shri Gopal Prasad, Delhi दर्ज है। इस आरटीआई में वैज्ञानिकों की मृत्यु से संबंधित सूचना मांगी गई थी और उपलब्ध रिकॉर्ड के अनुसार सूचना प्रदान की गई।

7. गृह मंत्रालय
